PROÁGUA: A New Era for Water in Luanda

In Luanda, the capital of a rapidly growing country, access to safe and reliable drinking water is a key driver for improving citizens’ daily lives and supporting economic development. It is in this context that the PROÁGUA project was launched, led by EPAL-EP (Empresa Pública de Águas de Luanda), with the support of world-class partners such as SUEZ and Sparkoper.

Signed in Paris during the official visit of Angolan President João Lourenço, the memorandum of understanding between SUEZ and the Angolan authorities reflects a bold ambition: to sustainably improve water services across Luanda Province, home to more than 9.7 million people, with a fast-growing population.

Sparkoper, a technology company specializing in the digital transformation of infrastructure operators, is working alongside SUEZ in this partnership. Its role is to provide digital tools and operational monitoring solutions that allow EPAL to track, analyze, and improve performance in real time.

Together, the PROÁGUA project partners aim to:

Alongside major infrastructure developments, such as the BITA and Quilonga Grande water plants, Sparkoper’s digital solutions are helping to lay the groundwork for a more responsive, transparent, and high-performing public service.

“This project is another example of our commitment to providing resilient and innovative water services in regions experiencing strong demographic growth”, said Pierre Pauliac, Deputy CEO of SUEZ.

PROÁGUA is far more than an infrastructure project: it is a deep transformation in how water is produced, distributed, and managed in Luanda – with digital technology as a key enabler of impact.
